PROJECT: BELL COUNTY REGIONAL INDUSTRIAL PARK

CLIENT: Bell County Industrial Authority

This project provided access to a 114-acre industrial park along a route which wound through a residential neighborhood.  The existing roadway was less than 2-lanes and had no shoulders.  Vaughn & Melton designed an access road with twelve-foot lanes, eight-foot shoulders, and horizontal and vertical alignments designed to accommodate a high volume of truck traffic.  A route was chosen through the neighborhood which eliminated the need to relocate any of the residents and minimize the impact to an adjacent stream.  A geotextile fabric and stone were used to stabilize the roadway in soft areas in the floodplain of the stream.  Three short channel relocations and one stream crossing were necessary to accommodate the new roadway.  An aluminum box culvert was chosen for the stream crossing.  The aluminum box, which could be installed in one day, minimized inconvenience to the residential area served by the roadway.

Other services included assisting the owner in right-of-way acquisition by preparing descriptions and assisting with negotiations for purchase, coordinating with Kentucky Utilities Company for the relocation of a 69 kV transmission line and distribution lines through the property, and preparing applications for water quality certification and floodplain permits for the roadway.
