PROJECT: NCDOT LOW IMPACT BRIDGE REPLACEMENT PROGRAM (LIBR)

Originating out of a Limited Services Agreement with NCDOT DDC, V&M has been called on to lead the turnkey design efforts in the replacement of 57 bridges. 

Utilizing the “Sub-Regional Tier Guidelines” adopted by the NCDOT in 2008, the Low Impact Bridge Replacement (LIBR) program takes a common-sense approach to replacement of small, two-lane stream crossings in rural, low traffic volume areas.  Administered by Divisions 13 and 14 in Western North Carolina, the 57 bridges under V&Ms purview have afforded an invaluable experience in managing a streamlined approach to small bridge replacements. 

Some of these projects (twelve in Division 13 and forty-five in Division 14) have been completed, many are nearing completion, and many more are scheduled to begin within the next year or two.  V&M’s scope of services for these bridges has included any or all of the following disciplines: bridge design, roadway design, hydraulic and drainage design, erosion control plans,  traffic control plans, surveying, subsurface utility engineering (SUE), utility coordination and design, and right-of-way acquisition.  ALL of these services have been furnished by V&M’s own in-house team.  On the structural side, while standard cored slab plan sheets have been made available by the NCDOT, special modifications and detailed designs have been precipitated by certain on-site characteristics.  Difficulties such as staged construction have caused revised pile spacing and therefore end bent redesign.  The need for deep vertical faced abutments has led to sheet pile or breastwall abutment design.  V&M has met these challenges.  Our client satisfaction, consistently conveyed verbally by the Division Bridge Program Management personnel, is reinforced by return design requests.
