PROJECT: MEADOWVIEW CONFERENCE CENTER & HOTEL
CLIENT: City of Kingsport, TN
The City of Kingsport completed development of the Meadowview Conference Center and Hotel and the related Cattails Golf Course at Meadowview using over 250 acres of Horse Creek floodplain and adjacent lands in the development.
Vaughn & Melton was retained by the City to assist in the infrastructure improvements required for the development. The civil engineering and surveying tasks included sanitary sewer lines, water mains, wetlands mitigation, street and bridge design, storm water control, and permitting with USACE, USFWS, and TVA.
The water and sewer design incorporated the capacity required by the City-owned development as well as the capacity needed for adjacent residential and commercial properties. Design constraints included existing and constructed wetlands, Horse Creek, existing highways, flat floodplain, and special and hazardous waste disposal areas.
The site of the Conference Center and Hotel had low quality wetland features due to groundwater seeps next to a small creek. To mitigate the destruction of these areas, Vaughn & Melton designed an expansion to a nearby wetland area that is well known for wildlife observation. The design incorporated wetland hardwoods, a small pond, and some shallow excavations to improve water retention. The City set aside the constructed and existing wetland area in a conservation easement. The existing roadway within the development, Reservoir Road, was a two lane rural highway that was redesigned and constructed as a four-lane parkway to become the main approach and entrance to the Conference Center.
