PROJECT: SUTTREE LANDING/WATERFRONT DRIVE IMPROVEMENT PROJECT

The Suttree Landing Roadway Improvement Project is a multimodal project and is classified a “complete street”, designed and operated to enable safe access for all users, including pedestrians, bicyclists, and vehicles.
Vaughn & Melton (assisted by S&ME) was selected by the City of Knoxville to provide surveying, utility improvements, streetscapes and new roadway design services to Foggy Bottom Street and Waterfront Drive. Located in the 20-year South Waterfront redevelopment plan area, this is the first public improvement project to proceed.
Integral to this project is the design of stormwater management systems to collect and treat runoff from both the streetscape being developed by Vaughn & Melton and adjoining development. Innovative techniques, such as the combination of porous concrete gutter and vegetative filter strips, are being utilized as Best Management Practices (BMPs) to maximize treatment of runoff while minimizing impacts to aesthetics and land uses.
Surveying included topographic, planimetric and boundary survey of approximately 18 acres of property at the waterfront. Survey scope of work included completing boundary surveys of all existing tracts within the project limits and resubdividing the tracts and creating new right-of-ways for the proposed roads.
Phase I was completed with a cost of $7.1 million.
Phase II is in the design phase with an estimated cost of $5.4 million.
